Situation: Due to a foul I have Ball-In-Hand (BIH), while placing the cue ball I touch another ball on the table by accident. Is this now BIH for my opponent?

Yes, Touching another ball on the table, while placing or adjusting the position of the cue ball, during a ball-in-hand is a BIH foul.

The hand holding the cue ball or placing the cue ball becomes an extension of the cue ball. If a hand that is not touching or placing the cue ball hits another ball on the table this is not BIH.  

NOTE: A foul that is not called when it occurs cannot be called once the next shot has been taken.

No, only the following conditions will result in a re-lag: If the lagged balls make contact with each other, both players fail to strike the foot rail during the lag, or a ball stops in the jaw of a pocket, re-lag.
