Situation: The other team has 6 players and 5 of them can meet the 23-rule. They posted one of there players who now means they either need a double post in the 5thmatch or a makeup. Is this allowed since they could have post 5 tonight?

No, per the bylaws “If you have five players present that can meet the 23-rule, you must play those five players and cannot double post”. This means you can take a forfeit for the 5th vs doing a double post or makeup match.

Situation: Both players don't lag at the approx same time, is this a re-lag? No, only the following conditions will result in a re-lag: If the lagged balls make contact with each other, both players fail to strike the foot rail during the lag, or a ball stops in the jaw of a pocket, re-lag.
