Situation: The breaking player scratches without making contact with the rack, is it still their break?

The rack must be struck before a foul can occur.

Note: if a player uses their cue to stop the cue ball this isn’t a foul because the rack hasn’t been struck yet.

This section also covers:

  • Players physically unable to break and what happens.
  • Where the cue ball needs to be to break.
  • Legal and non-legal breaks.
  • When the break switches to your opponent.
  • Where the rack must be struck.
  • Soft breaking.

In addition, page 28 section 18 "Coaching" Note 3 states:

A team can only be charged with a time out after the rack has been struck in any individual game.

Note: a coach can help a player position the cue ball and even how to break and this isn’t a timeout.

Lagging - Rule of the Week

Situation: Both players don't lag at the approx same time, is this a re-lag? No, only the following conditions will result in a re-lag: If the lagged balls make contact with each other, both players fail to strike the foot rail during the lag, or a ball stops in the jaw of a pocket, re-lag.
